Lecturer in the Department of Agricultural Mechanization. He holds a Ph.D. in Agricultural Education. His research focuses on the role of extension in Agriculture transformation, informing policy and agricultural technology development, socio-economic development, environment and climate change, renewable energy and postharvest management technologies, the connectedness of teaching and learning and program evaluation and qualitative inquiry.

Consultancies and studies conducted
1. Team leader, Evaluation of Rwanda National Agriculture Transformation Strategy (PSTA 4). Ongoing.
2. Team leader, a national survey of the poultry value chain audit to assess the value chain technological capacities and their organizational capacity levels commissioned by NIRDA in partnership with ENABEL. 2020.
3. Lead consultant : A participatory mapping and updating the dairy farmers’ cooperatives (milk collectors, milk collection centers, milk processors and traders) as well as assessing their organizational capabilities and capacity levels.
4. Mapping survey of public and private institutions involved in Agricultural cooperatives (coffee processing, renewable energy, and dairy farming and processing in Rwanda, 2013.
5. Lead consultant, I conducted Impact assessment of the national Agriculture Transformation program in Rwanda (PAPSTA II) capacity building activities and proposing a methodology to be used by Ministry of Agriculture (MINAGRI) for measuring the impact of future capacity building activities, 2013.
6. I have conducted the evaluation of a forestry project (PAREF II under Rwanda Natural Resources Authority as national consultant under SOPEX – a Belgian consultancy firm.
7. Team member that conducted evaluation for the 15-year decentralization policy/program for Rwanda funded by BTC.
8. Lead consultant evaluation and developed the project closure report for the project entitled “Building Capacity for the Sustainable Agriculture livelihoods and Land Use Management in Rwanda” commissioned by Rwanda Agriculture Board. 2012.
9. I have conducted evaluation for the SDF/World Bank supported Agriculture and environment cooperative projects to the government of Rwanda. The purpose of the evaluation was to determine whether the project proposals could meet SDF/World Bank funding requirements and, if so, under what conditions, 2012, 2013, 2014 and 2015.
10. Initiated and supervised an outcome evaluation of government/UNDP poverty, agriculture and environment sector support and this has given me the hands-on skills and understanding of the monitoring and evaluation tools, 2007 – 2012, Rwanda.
11. I initiated, supervised and provided oversight and ensured provision of high caliber consulting services for over 15 sustainable development projects for UNDP Rwanda country Office supported programs in the pro-poor policy areas.

Projects developed

1. Strengthening Education and Public Awareness on Nutrition, Hygiene and Health Project in Rwanda to be implemented by Rwanda Broadcasting Agency and the Center for Sustainable Development.
2. Environment conservation and youth employment project “and the project secured funding worth 3.5 million US dollars, 2017.
3. Creating Youth Employment through Improvement and diversification of fruit tree seed and animal breeds for food security and nutrition in Rwanda in partnership with IITA, pending funding and “Community and climate change resilience forest restoration through youth employment”, 2018, pending funding 2018.
